The Managing Committee of the Association is the executive body, which ensures the implementation of the decisions taken by the General Assembly.

The Management Committee is appointed for a 1 (one) year term and consists of fiveexecutive members, appointed by the General Assembly.

Beginning with 15th November 2018, the Management Committee of the Association consists of the following persons:

Technical and Operations Director, FORA OIL AND GAS

Stephen Birrel


Stephen Birrell, ROPEPCA President, is the Technical and Operations Director for Fora Oil and Gas and
acts as advisor to several oil and gas independent companies. He is a geoscientist with over 34 years’
experience in the upstream oil and gas industry. Stephen has been involved with the Romania upstream
since 2005 and is aware of the needs and challenges of the Romanian upstream industry. He has
previously been involved with the Dutch and French operators’ associations and was a member of the
Executive Committee for NOGEPA in the Netherlands. And brings this broad experience and knowledge
to bear on how ROPEPCA achieves their goals.

Saniya Melnicenco


Saniya Melnicenco, former ROPEPCA President, for 2018-2019, is Head of Legal and Corporate Affairs of
NIS PETROL. From this position, she is coordinating since 2012 all activities related to the legal and
regulatory coordination of Upstream, Downstream and Energy divisions of the Romanian subsidiary of
NIS j.s.c. Novi Sad.
Saniya holds a Bachelor of Laws degree (LLB) in Civil and International Law. She has a wide experience in
managing various legal challenges, experience built during time in the oil and gas, IT and construction
fields. In 2017, she graduated the Executive education programme INSEAD. She is a member in the
Association of International Petroleum Negotiators (AIPN) and an active participant to the Legal
Committee of the Association.

Head of Legal and Corporate Affairs, NIS PETROL

Michel Louboutin


Before co-founding Expert Petroleum in 2006, Michel spent 24 years with Schlumberger. He has broad experience in production, development and mature asset management. He managed two large integrated production enhancement projects in Norway and Venezuela, and was distinguished for initiating and managing one of the largest and most successful production enhancement contract in Romania with Romgaz S.A for the Laslau Mare gas field in 2003. Michel has worked 17 years in Romania and the region. He was elected Oil Man of the Year in 2011 by the Romanian Petroleum Club, and was the President of ROPEPCA (Romanian Petroleum Exploration and Production Companies Association) between 2015 and 2016. He hold a Master Degree in Petroleum Engineering from Heriot Watt University, and a Master in Project Management.

Amos Sanders


Amos Sanders is currently Deputy General Manager of Hunt Oil Company of Romania and is responsible
for all Romanian asset development and production operations.  He has ~16 years of oil and gas industry
experience and has worked with Hunt Oil Company for ~13 years.  He has technical and managerial
experience on projects focused in exploration and development in the US Onshore (Texas, California,
New Mexico, Colorado, Montana, and North Dakota) and International (Canada, Offshore Brazil, UAE,
Kurdistan-Iraq, and Romania).  Prior to working in the Oil and Gas Industry, Amos worked in the
Environmental Industry for ~4 years on various projects.  Amos holds a MS degree in Geological Sciences
from the New Mexico State University and a BS degree in Geosciences from University of Arizona.

Director of Business Development and Commercial, OMV PETROM

Rafael Duque


Rafael is currently the Director of Business Development and Commercial in OMV Petrom, he is in
charge of delivering the domestic portfolio rationalisation and international expansion of the company,
as well as handling a variety of commercial activities. Rafael started his career in the O&G industry in
1997 with the Venezuelan National Oil Company (PDVSA). After 2002, he has been working
internationally in a variety of locations for Gaffney, Cline & Associates, Dana Gas and the OMV Group.

During the past 10 years he has focusing in bringing O&G deals to reality through M&A / BD activities.
Rafael has Engineering degree from the Universidad de los Andes, a PGDip from Edinburgh Business
School/Herriot Watt University and a MBA in Oil and Gas Management form Dundee University.
